About the Conference
The Energy Code, Title 24 Part 6, has evolved to become one of most prominent requirements impacting a buildings design. Given the stringency of the building energy efficiency standards, the CABEC conference stands to support those providing energy code compliance services to help their clients meet compliance.
The CABEC conference is focused on integration of the different pieces of building science. Bringing together both conventional and modern design with technology that is involved with building energy modeling for compliance and beyond.
California is aggressively tackling Climate Action and reducing greenhouse gas emissions with transformative policy. Buildings account for 11% of GHG emissions of which the California Energy Commission has developed stringent energy code mandates to help significantly reduce emissions from New Construction developments. The Building Energy Efficiency standards will help move the state to cleaner, affordable and less impactful buildings.

Will is dedicated to reimagining our built environment into one that is more inspired, more ecologically intelligent, and more equitably distributed. Throughout his career he has worked collaboratively with nationally recognized design firms, builders, developers, utilities, research entities and policy makers to bring buildings into better harmony with nature. Currently, he leads an all-star team at the California Energy Commission who are responsible for updating and maintaining California’s nation-leading Energy Code – this includes ensuring statewide compliance with the Energy Code, developing supporting tools and documents, and offering a diverse portfolio of outreach & education. Will has accepted invitations to speak at the nation’s largest clean energy events, universities, and the White House. In 2019, he received the Net Zero Trailblazer award for his leadership in decarbonizing our built environment.
Vanessa Delgado
Senator (Ret.) Vanessa Delgado was appointed to the South Coast AQMD Governing Board in May 2019 and currently serves as Chair. She was appointed by the California State Senate Rules Committee and is looking forward to advancing air quality goals for the region.
Born and raised in Los Angeles, Vanessa is the daughter of Mexican immigrants and attended public school in Boyle Heights and graduated from Westridge High School in Pasadena. She received her undergraduate education at Stanford University with a dual major in Political Science and Chicano/a Studies and graduated with honors. She then completed a Master of Public Administration at the University of Southern California (USC) as a Dean’s Fellow.
She began her career in public service working for the cities of Pico Rivera, Anaheim and Downey, in Economic Development. Vanessa also spent eleven years as the Director of Development for Primestor Development and was a member of its Executive Team. Ms. Delgado is now the founder and President of Azure Development. Azure creates, designs and builds exceptional affordable housing communities and commercial projects throughout the Southwest.
Vanessa pursued her passion for public service work and ran for office in 2015. She was elected to the City Council of the City of Montebello in November 2015 and served as the Mayor in 2017. In 2018, she was elected to serve as a State Senator for District 32 and completed a short-term.
She lives in Montebello with her daughter Isabella and their pets.
