About the Conference
The Energy Code, Title 24 Part 6, has evolved to become one of most prominent requirements impacting a buildings design. Given the stringency of the building energy efficiency standards, the CABEC conference stands to support those providing energy code compliance services to help their clients meet compliance.
The CABEC conference is focused on integration of the different pieces of building science. Bringing together both conventional and modern design with technology that is involved with building energy modeling for compliance and beyond.
California is aggressively tackling Climate Action and reducing greenhouse gas emissions with transformative policy. Buildings account for 11% of GHG emissions of which the California Energy Commission has developed stringent energy code mandates to help significantly reduce emissions from New Construction developments. The Building Energy Efficiency standards will help move the state to cleaner, affordable and less impactful buildings.

Carina Mills

Carina Mills began her volunteer service with the American Institute of Architects (AIA) in 2014, and ten years later she is serving as President Elect for AIA California and its 11,000 members. An Architect with deep love for her profession, Carina also has a tenacious commitment to change aspects of the AEC industry. Like many who were born and raised in the Pacific Northwest, she grew up an avid environmentalist and pursued a career in architecture hopeful about making buildings better for the environment and occupants. Motivated to support her industry and peers, she is now in her 5th year with the executive leadership team at AIA California and working diligently to address environmental and social issues responsibly.
Outside her volunteer roles, Carina serves as the Senior Director of Talent Management for a multi-disciplinary practice in Long Beach where she focuses her experience and skills on empowering colleagues to be even more engaged and successful professionals. In both her AIA and practice roles, she continues to advocate for evolving models of mentorship to make talent development more intentional and inclusive.

Joel Cesare

Joel Cesare is a visionary trailblazer in the green real estate/sustainability field known for challenging the status quo and executing game-changing projects. As Head of Green Cities at BlocPower, he joins one of America’s most innovative companies with the mission to make healthier, smarter, greener buildings a reality for all. Prior to BlocPower, as Net Zero Strategy Lead at Google, he developed the roadmap to decarbonizing Google’s global office portfolio by 2030. Before Google, Joel directed the first ever municipal Living Building Challenge project for the City of Santa Monica, considered one of the world’s greenest buildings. He was recognized by ENR Magazine as a Top 25 Newsmaker in 2018 for his relentless efforts to entitle and build Santa Monica’s City Hall. The International Living Future Institute acknowledged Joel as a Hero at the 2019 Living Future UnConference. USGBC-LA awarded Joel with the inaugural “First in the World” achievement for his work spearheading Santa Monica’s zero-net energy ordinance in 2017. Building Design & Construction Magazine named Joel to their 2017 40 Under 40 class. He’s a co-founder and general partner at ZNE Capital, a multifamily investment operator that acquires and decarbonizes apartment buildings. He was a founder and co-host of the Climate Rebels Podcast, the fastest growing climate podcast on Spotify in 2023. A career spanning tech, real estate, construction, consulting, finance, startup founder and non-profit director, his mission has always been to dream, inspire and deliver.

Marc Costa

Marc Costa is Director of Policy and Planning at The Energy Coalition (TEC). He has more than fifteen years of experience in the building industry focusing on areas ranging from advanced energy community planning, federal energy data standards, and software development, as well as local government, state, federal, and international energy policy.
Marc is an active member of multiple policy and technical initiatives at the United Nations and International Energy Agency focusing on the rapid, equitable acceleration of electrification paired with clean energy resources. He serves in leadership positions at the Gridwise Architecture Council, California Technical Forum, and numerous industry groups. He also co-founded the OpenStudio Coalition to ensure free and open access to building energy modeling tools across the world.
He holds a B.S. in Management Science from UCSD, a B.S. in Construction Engineering from CSULB, and is a LEED AP, CGBP, and BOC Level II, and Certified Passive House Consultant.
