Energy Code Specialist (ECS) Credential
An Energy Code Specialist (ECS) is a code enforcement professional who has demonstrated foundational knowledge of California’s Title 24, Part 6 Building Energy Efficiency Standards (Energy Code) as it applies specifically to plan review and field inspection. The ECS accreditation is intended for building department professionals, such as plans examiners, building inspectors, and qualified third-party plan reviewers, who are responsible for reviewing and inspecting for Energy Code compliance and seek to enhance their technical understanding of code requirements and documentation.
ECSs are certified in either the Residential or Nonresidential track, with the Nonresidential certification encompassing both nonresidential and multifamily buildings. The designation emphasizes practical application of the Energy Code in enforcement roles, including the review of compliance documentation, construction documents, and field verification of installed measures.
The ECS accreditation signifies that an individual has achieved a recognized level of Energy Code knowledge and a commitment to consistent, accurate, and effective Energy Code enforcement. Accreditation is achieved by maintaining active membership in CABEC, passing the multiple-choice residential or nonresidential ECS examination, and completion of required professional training.
ECSs are required to complete annual continuing education to maintain accreditation and remain current with evolving code and industry practices. The ECS program is updated with each California Energy Code cycle, and accredited individuals must pass the ECS multiple-choice recertification examination and complete required professional training to maintain their accreditation.

Separate ECS credentials are available for Residential and Nonresidential Energy Standards.
The ECS designation recognizes candidates who successfully pass the multiple-choice portion of the ECS exam. It serves as an intermediate credential for professionals seeking advanced knowledge of California Energy Code requirements or working toward the AEA Accreditation.
ECS Requirements
Candidates must:
- Be a current CABEC member in good standing
- Pass the multiple-choice Energy Code Specialist (ECS) Exam
- Complete at least nine hours of continuing education annually
- Agree to the CABEC Code of Ethics and Bylaws
Approved candidates will receive an official ECS Number, can use the ECS Logo in their marketing materials and be listed on the CABEC website.
This credential is updated with each California energy code cycle.
ECS members also receive CABEC membership benefits, including a profile in the “Find a Consultant” directory for potential employers and clients.
